New EU Regulation 2025/351 Tightens Standards for Food-Contact Plastics

From 16 March 2025, stricter requirements apply for material purity, unwanted substances control, and labeling of reusable products.

The European Commission has adopted Regulation (EU) 2025/351, which updates the legislative framework for plastics intended for food contact as of March 2025. It introduces stricter requirements for raw material purity, control of non-intentionally added substances (NIAS), documentation, labeling, and traceability of recycled plastics.

Manufacturers and importers must:

  • demonstrate high raw material purity,

  • assess the risk of substance migration exceeding 0.00015 mg/kg food,

  • comply with new labeling requirements, including temperature limits and reuse conditions,

  • expand declarations of conformity to include composition, recyclability, and NIAS.

A transitional period allows older products to be placed on the market until 16 September 2026.
